A $0.60 identity unlocks roughly $210 per person per year of formal-economy value — a ~350× first-year multiplier, the best in all seventeen blueprints. One dollar of peace-bond prevention replaces $8–14 of post-conflict spending. The global corruption skim (~$3.6T per year) is roughly the size of the entire SDG financing gap.
By 2030, ~60% of the extreme poor will live in fragile or conflict-affected states. Every blueprint's hardest final mile is 'fragile-state saturation' — a euphemism for where SDG 16 has failed. Conflict is the only force that reverses poverty, health, education and infrastructure at once. A goal whose absence deletes the others has categorical priority.

Every dollar in this budget is an investment with a repayment source — outcome revenues, tariffs, fees, receivables or asset yields — never a grant; the program's fiscal constitution forbids operating subsidies (Japanese construction-bond rule, applied globally).
The sixteen goals fail separately and succeed jointly: poverty exits ride energy and identity rails, health rides logistics, climate rides everything — so the meta-goal is interoperability engineered as ruthlessly as any venture.
